SECURITY MANAGER
Job Purpose
The Security Manager is responsible for the design, development, implementation, and continuous evaluation of a comprehensive, enterprise-wide security management system across the Velez Group of Companies and its diverse multi-site subsidiaries.
Moving beyond routine gatekeeper oversight, this strategic role acts as the chief architect of the group's institutional resilience, physical security infrastructure, and safety policies. The position ensures the absolute protection of personnel, high-value assets, continuity of operations, stakeholders, and multi-entity facilities by implementing proactive, data-driven security initiatives.
Responsibilities
1. Security Governance & System Design
- Develop, standardize, and scale a unified Security Management System customized for the group's diverse academic, clinical, and corporate property operations.
- Designing corporate security protocols, identifying baseline vulnerabilities via full audits, and rolling out site-specific policy adaptations across the portfolio.
2. Infrastructure Automation & Asset Protection
- Design and implement modernization initiatives for physical and electronic security technologies across all campuses and properties.
- Overseeing the procurement, layout planning, operation, and maintenance optimization of integrated CCTV, biometric access control, and electronic alarm networks.
3. Crisis Management & Institutional Resilience
- Establish a state of constant institutional readiness by designing robust disaster recovery, emergency response, and post-incident frameworks.
- Drafting master emergency manuals, leading collaborative inter-departmental planning, running regular cross-entity simulation drills, and leading real-time incident investigations.
4. Strategic Vendor Management & Financial Stewardship
- Supervise, evaluate, and hold accountable all third-party security agencies and contracted protection providers deployed across the group.
- Authoring technical service contract specifications, enforcing guard performance metrics, and optimizing security agency spend without reducing coverage.
5. Regulatory Compliance & Government Relations
- Protect the legal standing and safety certifications of the Velez Group by cultivating strong ties with regulatory and emergency response bodies.
- Partnering with law enforcement, civil defense agencies, and safety regulators to guarantee full compliance with local mandates.
Detailed Duties and Responsibilities
- Collaborate directly with senior leadership to embed safety considerations into long-term corporate, structural, and infrastructure expansion plans.
- Write, update, and implement comprehensive standard operating procedures (SOPs) regarding access control, visitor screening, material movement, and executive protection.
- Author technical specification blueprints for new physical security hardware upgrades and guide deployment vendor choices.
- Develop, plan, and execute security and safety training programs designed to upscale the security capabilities of both specialized guard forces and general company employees.
- Lead highly sensitive investigations regarding internal or external breaches, coordinating directly with legal counsel and law enforcement as required.
Qualifications & Personnel Specifications
Education & Certifications
- Minimum Requirement: Bachelor’s degree in Criminology, Public Safety, Business Administration, or a highly related field.
- Equivalency Track: A minimum of 10 years of senior leadership experience in private security services, OR former military/police personnel with at least 10 years of service as a commissioned officer coupled with documented private sector security experience.
- Strong Premium Assets: * Deployed Basic Occupational Safety and Health (BOSH) Certification.
- Certified Protection Professional (CPP), Physical Security Professional (PSP), or Certified Security Manager (CSM) designations.
Work Experience & Proven Track Record
- Demonstrated success in designing, developing, and deploying large-scale security frameworks, ideally across a diverse multi-site corporate or institutional ecosystem.
- Proven experience managing multi-agency guard deployments across completely distinct operational setups (e.g., managing the unique security demands of an active school campus vs. a commercial corporate building portfolio simultaneously).
- Deep experience interfacing with government regulatory enforcement branches like the PNP, BFP, and local city safety inspectors.
