Latch is a non-custodial on-chain bank for programmable money on Arbitrum
Sepolia. An owner sets spending rules (daily USD budget, max per payment,
approved destinations and actions) and a separate AI agent wallet can only
spend inside them. The contracts enforce every rule with live Chainlink
prices: anything outside reverts on-chain with a named reason and moves
nothing. The owner can pause, revoke, or pull all funds out at any time.
Frontend is a static app with no backend; a companion bot pays through the
account inside its plan.
